    The method includes steps: allotting not identical network resource indications (NRI) for nodes of each core network (CN) in adjacent pool region; based on NRI allotted for self to carry out communication. The invention also discloses system for reducing abnormity of load in pool region. The system includes NRI allocation devices and CN nodes. NRI allocation device is in use for allocating not identical NRI for nodes of each CN in adjacent pool region; and CN node carries out communication based on received NRI. In addition, the invention also discloses NRI allocation device. Advantages are: preventing abnormal condition of load in pool region caused by exported NRI in error from occurring, reducing difficult for NRI planning, lowering running and maintaining operation, and raising satisfying degree of operation manager.
