    A process for treating paper-making black liquor and recovering alkali and lignin by the electroosmosis method features that a semi-penetrating membrane is arranged in the electrolyzing chamber of an electroosmosis treater to divide it into a negative electrode chamber and a positive electrode chamber, the clean water and the paper-making black liquor flow respectively through the said two chambers, the alkali solution is discharged from the negative electrode chamber, and the Al-ion precipitant is added to the liquid discharged from positive electrode chamber for obtaining the organic substance containing lignin and clean water after separation.
