    A card issuing device consists of shell, containing unit, coding unit, embossing unit, dyeing unit, conveying unit for moving cards between said units, control unit for controlling said units and recovery unit. It features that conveying unit can carry card to move along conveying path to reach each unit for handing over card and recovering card back to finalize preparation of card then a set of card issuing device is applied to pick up an assigned card from multiple cards for issuing a card.
